The council approved a batch of permit applications on May 14 that included pipeline installations, midstream terminal work and facility modifications across Plaquemines Parish. Items taken together included a proposed 12-inch pipeline, midstream ship-mooring and barge facilities, well abandonment and platform removals, and equipment replacement at several sites.
During public comment, Clarence Brock, who identified himself as a lifetime resident of the east bank, raised concerns about pipeline activity and its long-term effects on the parish: he described hearing an explosion near a pipeline and warned that uncontrolled resource extraction and industrial activity could harm local communities and the Gulf environment. Brock urged the council to be mindful of safety and long-term impacts when permitting infrastructure.
Council proceeded to approve the grouped applications. The transcript records that the measure passed with the tally described in that section (the clerk announced "the measure passes 6 4 and 1 abstention" in the same area of the record). Administration and staff did not provide additional environmental mitigation details during the consent action; the public comments remain on the record.
