Finance staff presented an eligibility framework and a cost estimate: a full bonus of $1,000 for full-time employees (30 or more hours/week) and $500 for part-time staff, producing an estimated gross cost of $679,003 with an estimated local match of about $218,119. The finance officer explained that the exact local obligation changes as staff counts shift and that timing of payroll and audit work affects what the division can safely commit to this fiscal year.
Board members expressed support for the concept of a retention incentive but voiced concerns about the timing and about reducing carryover funds for next year's CIP and other obligations. Finance staff estimated an available carryover in a conservative scenario of roughly $500,000 after obligations; taking the local match would reduce that carryover and potentially constrain next year's capital spending. The finance officer said she would prepare the payroll and claims tool so the board could make an informed decision in June.
Committee and board members also discussed implementation mechanics: eligibility would require employment and signing a contract by mid-June (administration proposed June 15 as the cutoff for contract signatures), and staff who resign before returning would be handled according to payroll rules. The board directed administration to prepare the operational details and to return the item for a decision at the June 11 meeting.
