Budget staff presented the county's four largest revenue components for the 2027 tax budget and urged conservative assumptions for certification. Jackie (S8), identified in the meeting as a Budget and Financial Management staff member, said the projection rose after an extra month of interest and reported figures that led her to recommend using $5 million as a conservative interest estimate for next year's tax budget.
The presentation included the treasurer and investment adviser's projections (described as just over $6 million) and the staff recommendation to use $5 million for certification purposes. Jackie said, "We did bring in another month's worth of interest, so the projection went up to 7,200,000 from this year," and added that she believed "5,000,000 is conservative." Commissioners accepted the recommended figures and instructed staff to use them for the tax-budget certification process.
On a related matter, Jackie reviewed OSU Extension's financial position. The extension requested $127,500 for 2026; staff noted carryover and restricted gifts and recommended keeping the county contribution to the budgeted $120,000 or reducing it. After discussion about restricted carryover and timing, a commissioner proposed an interim approach and the board agreed to pay half of the $120,000 this cycle, with staff to record a journal entry and request an invoice for $60,000. Jackie said the board could invite OSU Extension in the fall for a program update and semiannual review.
Why it matters: the county's revenue assumptions feed the 2027 certificate of estimated resources and influence spending decisions; the OSU Extension contribution affects local extension services and staffing that rely on county funding.
What’s next: The treasurer and budget staff will use the adopted conservative figures for the tax-budget certification process; the county will issue a $60,000 payment to OSU Extension now and may revisit funding in the fall.
