The McCall City Council approved multiple airport-related grants and authorized staff to proceed with a recommended construction award for taxiway reconstruction at McCall Municipal Airport on May 14.
City staff asked the council to accept a State of Idaho aeronautics grant (Resolution 26-20) to cover part of design and engineering costs for taxiways K and Echo (project AIP037). During discussion staff and council members flagged a discrepancy between the agenda summary and the draft resolution's dollar figure; staff confirmed the resolution's figure of $5,384.11 as the correct amount in the acceptance language, and the council voted to adopt the resolution by roll call.
Staff also presented two Federal Aviation Administration grant applications (AIP036 and AIP037) that together will fund the reconstruction project using separate grant streams (IIJA/BIL and NPE funds). Three sealed bids were received; the city's airport engineer and independent fee estimate were closely aligned with one another, and staff recommended awarding the work to Granite Excavation of Cascade, Idaho, whose bid was the low responsive amount. Council authorized concurrence of the award and the recommendation to award the contract to Granite Excavation.
Why it matters: The project will replace and reconstruct taxiways used in airfield operations. Staff said the combination of FAA funds, ITD aeronautics support and excess dollars offered by another airport made the project feasible without an unexpected local appropriation. Council members noted the procedural complexity of multiple AIP numbers but supported proceeding to keep federal and state funds on schedule.
What happens next: Staff will complete required sponsor certifications and FAA concurrence paperwork and will return documents for the mayor's signature as needed. The council authorized the mayor to sign necessary sponsor certifications and other documents.
Representative quote: "We received three sealed bids ... Granite Excavation out of Cascade was the winning bidder," an airport presenter said.
Details: The motions approving the FAA grant applications and the concurrence of award passed by roll-call votes recorded as unanimous among members present.
