Finance staff said the newsletter’s monthly print and postage bill runs roughly $10,800, and that a postal-rate increase to $0.95 per mailed item would add roughly $1,000–$1,200 per month. Council members debated shifting to digital distribution or reorganizing the publication to reduce print pages and postage costs. Legal limits on what constitutes an official city newspaper were raised in the discussion.
Separately, the council pressed public works and animal-control staff about a spike in animal-control billings that included shelter and vet costs for privately dropped-off animals and specialized intakes (an example involving a turtle required a specialized shelter and added expense). The public-works director said the city has a flat-fee contract (annual amount cited in the packet) but that “additional fees associated with vet bills, intake and quarantine” can add to monthly totals; staff pledged to examine the contract (which expires 12/31/2026) and return with a reconciliation.
Staff agreed to post the full packet to the city website and provide follow-up answers about postage, publication options, and animal-control contract details prior to the next budget meeting.
