Kane County's Energy & Environmental Committee on May 15 reviewed the Environmental & Water Resources Department budget and heard public comment on riverboat fund uses and an allegation about suppression of public comment.
Miss Womack, speaking for the county's Environmental & Water Resources Department, summarized the department's 2025 actuals, the 2026 amended numbers and the 2027 proposed budget. She said the county moved the sustainability manager's salary fully out of the general fund by reallocating 33% into Fund 0421 (electric aggregation fund) and moving the remaining portion earlier into Fund 650, resulting in a transfer of $43,952 out of the general fund (a 6.4% reduction in that line). She also described several special-revenue funds, including fee-in-lieu of detention funds used for stormwater projects and a riverboat fund that supports cost-share drainage and MS4 compliance programs.
Public commenter Steve Loeffler asked why cost-share storm-sewer payments are being made from riverboat funds instead of the general fund, saying "Doesn't that seem like something that the general fund should cover?" County staff explained the riverboat-funded program targets small villages and subdivisions that predate the 2002 stormwater ordinance and lack municipal public works capacity; the program was established in 1993 to assist residents and small villages with drainage and flooding issues by splitting costs and, in some cases, creating special service areas (SSAs) for long-term maintenance.
A second public commenter, David Young, accused Chair Mavis Bates of chilling public participation by categorizing a prior speaker as "hate speech," contacting the state's attorney and seeking support from other county board members to limit that person's future public comments. Young said those actions amounted to attempts to suppress dissent and punish critics; the county did not take action in response during the meeting.
Procedural items: Gaius requested unanimous consent to approve the minutes for May 17, 2026, and the committee approved the minutes by unanimous consent. Later in the meeting Heneesis moved to approve Chair Bates' travel-estimate to attend the National Association of Counties (NACo) conference; Gaius seconded and the committee approved the travel request by verbal vote. The meeting closed after a motion to adjourn.
The committee did not adopt budget changes at this session; staff said corrections to the packet (transfer worksheets from the county financial system) would be provided in a future packet once reconciled.
