The El Segundo City Planning Commission adopted a zoning cleanup resolution that adds a rooftop‑deck definition to the municipal code and permits rooftop decks as accessory uses in R‑1, R‑2 and R‑3 residential zones with specific location and setback limits.
Paul Summers, who led the draft ordinance presentation for staff, summarized the changes: rooftop decks on primary structures would be allowed above the first floor or second floor depending on zone, rooftop decks on accessory structures would only be permitted above the first floor, and additional step‑back requirements would apply. On narrow lots the decks would be set back at least five feet from side and rear property lines; on wider lots the side setback would be 10% of the lot width plus two feet and the rear setback would be five feet.
Summers said the changes implement the commission’s prior direction and include visual diagrams to clarify how accessory‑structure decks would be stepped back from property lines. The commission moved to adopt the staff resolution as revised to reflect that direction; the motion passed on a unanimous voice vote.
Commissioners were reminded by staff that several larger projects are expected on future agendas in June and July. With the vote the code language adding rooftop decks and the corresponding setback rules will be forwarded in the city’s record as the commission’s recommendation.
