Mooresville Town voted to approve a development plan and accompanying secondary plat for a South Ania Street drive‑through site after questions from the board about parking, ADA spaces and paving.
A presenter for the project described the landlord’s support and said restriping produced a “net 0 loss” in parking. The presenter estimated average service time at about “90 seconds a car,” describing a fast turnover that, the presenter said, would limit queuing compared with typical drive‑through operations.
Board members pressed for clarity on parking counts and handicapped spaces. The presenter noted the center had been counted previously at about 165 spaces while the current plan lists 163, and the landlord requested additional ADA stalls beyond the center’s six‑stall minimum. On surfacing, the presenter said the plan calls for sealing and restriping rather than a full repave: “We’re just gonna reseal it, and that’s all we’re gonna do for now,” and acknowledged that if the seal fails in a few years further work may be necessary.
The board also discussed directing traffic to a northern entrance to reduce cross traffic and backups; the Chair said moving ingress to the north should help handle school‑period peaks. The presenter said the applicant anticipated breaking ground the following Monday and estimated the site could be open around Aug. 1.
Staff confirmed the development plan and secondary plat could be acted on at the same meeting. A board member moved to approve both applications together; another seconded, and the board voted to carry the motion.
The approvals permit the applicant to proceed with the next phase of site work subject to any administrative steps required for permits and recordation of the secondary plat.
