Council transmits large annexation and land‑use change for review; public raises wildlife concerns

The council voted to transmit for state review an annexation and large‑scale comprehensive plan amendment for approximately 743.53 acres (Whaley Platt), a voluntary annexation filed under Florida statute. Community Development Director Jeffrey Ball said the site is contiguous to city limits and located within the joint planning area; staff and the planning commission recommended approval for transmission to the Florida Department of Commerce.

Applicant John Adams told the council the property already carries county entitlements and approvals, including a county preliminary subdivision plan for 2,818 dwelling units and multiple phased site development plans. Adams said several engineering phases have been submitted to the city for review.

Residents raised environmental concerns during public comment. Jonathan Randolph said a homeschool co‑op uses nearby Chisholm Park and that wildlife—including a bald eagle nest, deer and wild turkeys—use the undeveloped corridor. Mayor Christian B. Robertson and staff replied that annexation gives the city greater control over land use and would capture impact fees and tax base that would otherwise go to the county.

Council members noted ex‑parte contacts with the applicant; the city attorney reminded applicants that only four council members were present and a 2–2 tie would be considered a denial. The council approved the annexation and related CPA transmission by voice vote 4–0.
