The council approved three companion ordinances to annex a roughly 9.79‑acre parcel along Narcoossee Road, change its future land use from county low‑density residential to city commercial and rezone the parcel to Highway Business with a restrictive covenant limiting several automotive and industrial uses.
Community Development Director Jeffrey Ball and applicant representative Chris Blurton said the restriction package responds to community concerns raised at prior hearings; prohibited uses include major and minor automotive repair, car washes, major tire repair, towing/wrecker services, most warehouse uses and certain high‑impact industrial uses. Conditional uses such as convenience stores with pumps would require explicit council approval with a site plan.
Blurton told the council the developer agreed to the prohibitions as part of design discussions; speaker Betty Dempke and other residents expressed appreciation that their concerns were addressed and asked that any future service station design be sited to fit the residential context. Ball indicated no adverse impacts on city facilities were expected and recommended approval; council approved the ordinances by voice vote (4–0).
Staff noted the annexation and rezoning still require compliance with South Florida Water Management District permitting and other regulatory reviews before site‑work begins.
