The Lexington 03 School Board held a lengthy first reading and discussion of proposed changes to Policy GCAA, the district’s sick‑leave bank policy, without taking a final vote.
Miss Bryant led the presentation, noting the policy had not been updated since June 2006 and that multiple sections needed correction. She proposed that the Lifelong Learning Center be granted its own committee representative rather than sharing a single representative with the district office, calling the prior arrangement ‘‘unfair’’ for a distinct facility.
A prominent point of debate was a proposed rule that staff who had previously “petitioned and received” sick‑leave bank benefits would be ineligible to serve on the committee. Board members questioned whether that clause should read “petitioned or received” and discussed whether the restriction should be limited to the same circumstance or applied more generally.
Members also discussed the proposed five‑year eligibility window for repeat applicants. Several members said five years could be too long; one suggested shortening the window to three years. Miss Bryant acknowledged the point and said she would amend the language for the second reading and bring supporting data next month.
The discussion covered operational mechanics: an approved request can grant up to 55 days in a single instance, but the committee may approve fewer days than requested; donated days, which participants contribute (one day every five years), can be depleted if large grants are frequent; and staff must exhaust annual leave before accessing the bank. One speaker also referenced job‑protected leave and noted “state federal law is 90 days,” saying that federal/state rules affect how and when staff dismissal or entitlement triggers occur.
Miss Bryant told the board she would return at the next meeting with proposed edits, data on usage and a recommendation, and indicated she would aim to have any revised policy in place by July 1 if the board chose to act.
No vote to adopt the policy was recorded during the meeting.
