The Connecticut State Colleges and Universities (CSCU) Board of Regents on April 15, 2026, approved a resolution adopting two tentative collective bargaining agreements reached with faculty bargaining units and authorized the chancellor to sign the pacts, subject to approval by the General Assembly.
General Counsel Karen Buffkin read the resolution on behalf of the system office, identifying the two agreements as the CSCU American Association of University Professors (AAUP) agreement and the Congress of Connecticut Community Colleges agreement. Buffkin said the agreements cover the period from July 1, 2025, through June 30, 2029, and that the tentative agreements had been ratified by the bargaining units on April 10, 2026. "And be it further resolved that CSU interim chancellor Ojan Maduko is hereby authorized to execute said collective bargaining agreements and any necessary amendments thereto on behalf of the board of regents," Buffkin read.
After the reading, Chair Quay called for a vote. The board approved the resolution by voice vote; the chair later stated, "This motion carries, and these 2 collective bargaining agreements are approved." The board did not record a roll-call vote in the transcript for the motion; the approval was recorded as a board action during the meeting.
The chair also noted that no votes would be taken during the meeting's executive session, which the board had used to discuss strategy and negotiations related to collective bargaining. Earlier in the meeting the chair cited the board's procedure for closed sessions and listed staff who would attend executive session because they might have relevant information.
The board's approval authorizes execution of the agreements but makes their final effect contingent on any required approvals from the Connecticut General Assembly. The resolution as read references state statutes governing board authority and the legislative approval process.
Following the bargaining agreement vote, the board approved a consent agenda of five items (three contracts and two license agreements) recommended by the finance committee, and the chair announced the board would cancel its regular meeting scheduled for Thursday, April 16, because there was no further business. The meeting adjourned after expressions of thanks to system office staff, negotiators and faculty.
What happens next: the agreements are subject to any additional required approvals; the chancellor was authorized to execute the documents and any necessary amendments once conditions are met.
