The commission moved to initiate the upset‑bid process for 606 White Street after receiving an offer from Ed McGovern for $3,600; commissioners asked McGovern to appear at the June meeting with plans and visuals before final approval. Staff said the offer would serve as the impetus for the statutory upset‑bid process and that any high bidder would ultimately appear before the board before an approved sale.
The board also approved finalizing sales agreements for three parcels (828 Eubank Street, 1129 H Street and 1135 H Street) after completion of their upset‑bid processes. In the staff budget report the commission's available balance was reported as $915,801.35. Staff additionally reported that a recent partnership funding request with the housing authority and Habitat for Humanity was not successful and that the RDC executive director position was not funded in the newly adopted city budget; staff will coordinate RDC activities and seek administrative support in the interim.
Officials emphasized that prospective purchasers should present development plans and be aware of deed covenants and timelines attached to resale. The board moved these items to the June meeting where presentations and additional information will be considered.
