The Facilities Committee on May 14 reviewed competing approaches to address recurring leaks at Strayer Middle School and agreed to advance a comprehensive roof restoration to the full board.
District staff described repeated leaks across A, B and C wings and explained that current warranty repairs have become piecemeal; Garland and other vendors have been performing targeted material repairs but the district still experiences fresh leaks. A facilities representative recommended a system restoration that removes roof areas down to deck where needed, installs a new membrane and flashings across the roof and provides a new ~25‑year system warranty.
The committee discussed disruption risk and warranty scope. Facilities staff said that past warranty coverage (a “partnership pledge” that covered materials at installation in a limited bucket) has largely been exhausted by prior repairs; the proposed restoration would move to a system warranty. “We’ve seen multiple leaks across the building. They are in all 3 wings,” a district maintenance representative said, and recommended the restoration as the most reliable financial decision to mitigate persistent leaks.
Members asked staff to obtain thermal imaging to verify moisture locations in insulation and to ensure the restoration work replaces only affected deck areas. After the exchange, the committee agreed to forward the comprehensive restoration option and the vendor proposals to the board for final approval and to seek clarification about whether the new warranty covers materials only or includes broader support.
