Dr. Campbell, the consultant leading the district's strategic-planning work, presented an update to the Elma School District board and unveiled a draft mission statement developed from board and student input. "Elma School District builds pride and self‑efficacy, academic ability, and community while empowering students to soar to their full potential by fostering a culture of high expectations, academic growth, and unwavering support," she said.
She told the board the strategic process centers three student-facing components — belonging, academic readiness and social-emotional supports — and that the administrative team is drafting a theory of action to identify concrete practices teachers and leaders will use. The theory of action, Dr. Campbell said, is not ready for final review and is expected to return to the board in June.
Superintendent Neesmith praised the work and summarized how the district is aligning professional development and administrator expectations to the plan, saying the process is intended to produce a "backwards map" from vision to classroom practice. Board members suggested placing the finalized mission statement on the district website, on job postings and displayed in school buildings so it is visible to staff and families.
The presentation stressed engagement with student voice; Dr. Campbell said the plan aims to make the vision actionable by outlining two or three educator actions that will cause student outcomes to improve. The board provided verbal feedback during the presentation but did not take formal action on the plan at the meeting.
The district will continue to bring periodic updates to the board as the plan and the theory of action are refined.
