The Prescott Valley Town Council approved three linked items to advance the Windsong Drive–Yavapai Road water-main improvement project (CIP CW2306): a $442,402 construction contract with Mountain High Excavating LLC, a $43,680 amendment to the project s professional services agreement with Kimberly Horne and Associates for construction-phase services, and a $56,168 cooperative agreement with Quality Testing LLC for construction observation and materials testing.
James Warren, senior utility engineer, described the work as installation of an 8-inch looping main to replace a small-diameter dead-end line, elimination of the existing dead end on Valley Road, and the addition of two fire hydrants (one at Valley Road and another near the frontage road at State Route 69). Warren said the town will bore under Windsong Drive to keep that road open, and that Yavapai Road will be closed to through traffic during portions of construction with measures to maintain business access, including coordination with ADOT for encroachment permits along SR 69. The project was advertised and opened April 27; staff received seven bids and found them conforming.
On construction materials, a councilmember asked about expected service life by material type; Warren said PVC typically yields 20–30 years of service while ductile iron can reach 30–40 years, and noted PVC s lower installation cost. Warren also confirmed asphalt and curb-ramp replacements are included where trenching occurs.
Motions to award the construction contract, approve the consultant amendment, and authorize the testing contract were moved, seconded, and carried by electronic vote; the clerk announced the measures passed. The construction duration was cited as approximately 90 days.
The council recorded the CIP number (CW2306) and asked staff to coordinate traffic control, business access, and life-flight ambulance access in the corridor during construction.
