The Churchill County Planning Commission on May 13 approved a special‑use permit to legalize a home‑based fleet parking and limited maintenance operation at 7325 Reno Highway after a code‑enforcement inspection identified multiple licensed commercial vehicles on site.
"There was a discovery of 10 or more vehicles," planning staff Dan Collin told the commission, explaining the application arose from enforcement and the goal is to bring the parcel into conformance with county code. The site is zoned C‑2 (heavy commercial), and staff recommended treating the use as a 'home‑based fleet vehicle parking and maintenance' operation with conditions addressing employee counts, screening, vehicle limits and septic protection.
Scott White, representing the applicants Raymond and Theresa Herrera, said the primary use is parking the commercial vehicles and storing parts in a single outbuilding, and that employees live on site. Commissioners pressed staff and the representative about where septic systems are located and how 'commercial vehicles' should be counted for enforcement purposes. Staff clarified that enforcement counts licensed commercial vehicles (trailers and trucks) by plate; a truck and its trailer may count as two commercial vehicles, and some configurations (doubles/triples) can count as more.
Board members debated the numeric cap in the draft conditions; staff had proposed a 25‑vehicle cap to provide enforcement flexibility. Commissioners suggested lower buffers (for example, 15) based on lot geometry, but after discussion the commission approved the staff‑recommended conditions and the permit (vote 5‑0). Staff asked the applicants to follow up on specific conditions and to coordinate on handicap‑accessible parking and landscaping timelines.
