May 2026 — APC staff presented a progress update on the draft thoroughfare plan, reported that federal FY2026 funds have been obligated, and reviewed the 18‑month letting list for Tippecanoe County.
Doug, APC staff, said the draft thoroughfare plan has been revised after several rounds of stakeholder input and is available on the APC website along with a companion document that lists the substantial changes and figure files for zoomable maps. He said APC is updating related zoning and subdivision ordinance drafts so the documents align when the plan advances toward adoption and that staff hopes to present ordinance drafts to the ordinances committee in the coming month(s).
Doug also reported that APC has obligated its FY2026 federal funds following coordination with INDOT central office and federal agencies. He stated that the final FY2026 apportionment included an extra $68,338 and that staff applied that amount to the first phase of the emergency vehicle preemption project to reduce the local share. "Regarding 2026, fortunately, we are receiving a pinch more federal funds. The amount is $68,338, and we have until September thirtieth of this year to obligate the funds," Doug said.
Reviewing the 18‑month letting list, Doug highlighted two recent projects let in April: an emergency vehicle preemption project whose low bid of $962,054 exceeded the engineer's estimate (about $850,000), and an INDOT ITS traffic management project that was awarded. He said the July lettings will include three traffic signal modernization projects and a county project on North River Road to install raised pavement markings. Later lettings include the second emergency vehicle preemption phase, South 9th Street phase two, and bridge replacements (projects 18 and 19) covering bridge 65 and bridge 64.
A board member asked how long the South 9th Street bridge replacement might close the crossing; Doug said he did not have a duration at hand, expected a substantial construction season because the work is a full bridge replacement with deep sewer work, and said staff would follow up with a timeline once schedules and utilities were confirmed.
The board had no public comments via Facebook or YouTube during the citizen comment period and adjourned after the business concluded.
