The Hawaiian Gardens City Council voted May 13 to award a construction contract for City Hall restroom renovations to Bridal Rock Construction Inc. of La Puente and approved a budget amendment to fund the project.
Neema, a public works staff member, told the council that BOA Architecture was retained July 31, 2025, to prepare plans and that the city received four sealed bids on April 8, 2026. The lowest responsive bid was $218,669. Neema said the total project budget is $220,000 in the fiscal year 2025–26 capital improvement program, and staff requested a $60,000 allocation from general funds to complete the work as presented, citing construction costs and contingency.
"The project scope includes removal and replacement of existing plumbing and fixtures, new floor tiles, light fixtures, exhaust fans, toilet partitions, access panels and restroom doors to ensure compliance with the Americans with Disabilities Act," Neema said during the staff presentation.
Councilmembers asked clarifying questions about schedule and prior experience. Neema said construction is scheduled to begin in June and is anticipated to be completed by July 2026. The council moved and carried the award and the associated budget amendment on a roll-call vote.
The contract award covers construction only; staff said project specifications will include contractors’ responsibilities for any future refresh work and that city crews will handle routine painting and maintenance when feasible. The project will be managed through the city's capital improvement program.
The council did not request additional public hearings; the measure passed at the meeting and staff will return with procurement and implementation steps as required.
