The commission approved a purchase and sale agreement to convey approximately 1.88 acres in the former Optimus Park (Lot 3B) for $1,125,000 to a prospective Culver's franchisee represented by Lisa Nos.
Deputy City Manager Steve Willis oriented the commission to the site near North State of Franklin and Sales Avenue and described the transaction terms, including an earnest deposit of $20,000 to begin a due‑diligence period of up to 150 days; staff said an ordinance for three readings would be brought back to complete conveyance. Lisa Nos, who introduced herself as a local resident and future Culver’s operator, outlined operational and community plans and said typical build time is about "five to six months" after design and permitting.
Commissioners voiced support for the economic development and convenience uses this commercial development would bring to the site; the motion to approve the sale passed on a roll call vote.
Next steps: after the deposit and due diligence, staff will return with closing documents and an ordinance for final conveyance that will require three readings; civil design and permitting will follow.
