Dallas Herbert of 215 People’s Alliance asked whether existing cameras are producing prosecutions and said residents need transparency on who reviews footage and how often. Trash Academy co‑director Lois Williams urged stronger prevention, public education, steeper penalties for repeat dumpers and better follow‑through when cameras capture evidence.
Advocates proposed alternatives to more cameras, including expanding voucher programs for small haulers, requiring construction and demolition recycling, piloting dumpster contracts to create legal disposal options, and using cameras as part of a prevention strategy rather than as the sole solution.
Council did not make a policy decision at the hearing; advocates asked for clearer performance metrics for the existing camera program and redirected funding toward upstream prevention.
