After public support, Washoe County approves FY26 library expansion fund augmentation

The Washoe County Commission voted May 12 to approve Resolution R260000009, authorizing an augmentation of the FY26 library expansion fund by $457,956 to increase spending authority for materials purchases in the county library system.

Multiple residents spoke during public comment urging the board to approve the augmentation and to appoint trustees who will support robust library collections. Ethne Marie Barton cited a library staff report and Nevada’s public library standards, noting Washoe County’s materials budget was approximately 4.51% of operating budget and that the augmentation would help move the system toward a 10% materials target adopted by the library board of trustees in 2015.

Cynthia Cooper framed the issue as a public‑health investment: “The FY26 library budget is $17.6 million. The expansion fund you will be considering under item 11 is less than half a million,” she said, pointing to the relatively modest size of the proposal compared with overall county or private incentives for data centers. Other commenters, including Laura Weatherington and Marine McElroy, also urged approval.

A smaller number of public commenters opposed new library funding or questioned the process; county staff later clarified that the augmentation is an accounting step to move existing funds into the proper budget line and is not new permanent money.

The board approved the consent block that included the resolution; Manager Thomas and staff said the augmentation will allow the library collection development department to purchase physical and electronic titles and to support recruitment of trustees with a focus on collection goals.
