County staff updated the board about the RFP for the courthouse window project and said Exhibit C (showing existing crank-out windows) has been added to clarify the scope. Bids were solicited statewide with a planned bid opening in late June.
"If someone submits a video, you can say, 'Is it possible for you to either send us a picture?'" a supervisor said as the board discussed how to evaluate samples while keeping the formal bid process fair. The board agreed the evaluation should be based on the written, responsive bid submissions, but members encouraged vendors to leave physical samples for review so the board could evaluate finishes.
During the discussion the board member disclosed a potential bidding interest by a local company: "I fully anticipate him putting in a bid or his company putting in a bid on this project," one supervisor said regarding a member's affiliation, and the chair stressed transparency while noting procurement thresholds would govern the process.
Staff said they would ask bidders to be available by phone to answer technical clarifying questions and add Exhibit C to the documents. The board will open bids on the scheduled day and determine responsiveness and value before selecting a contractor.
