Franklin council approves 78‑unit age‑restricted Harrison’s Point senior housing development

The Franklin City Council approved ordinance 2026‑11 on May 11, granting a conditional use permit for Harrison’s Point, a proposed 78‑unit, age‑restricted (55+) affordable housing project.

Bruce Watts, vice president of development for Walter Cooper Companies, described a three‑story elevator‑served building with one‑ and two‑bedroom units, community space and walking paths. He said rents would range from about $550 to $900 depending on income and eligibility, and that the development represents roughly a $20 million private investment. “We feel that this particular development is in the right location at the right place,” Watts told council.

The Franklin Redevelopment and Housing Authority and several residents spoke in favor, urging council to approve the project and encouraging programming that includes an activities coordinator to maintain resident engagement. Von Boon Randolph, a FRHA staff member, highlighted the benefits of scheduled activities and community structure for seniors.

Council voted to approve the conditional‑use permit after the public hearing and developer Q&A. The developer said Virginia Housing approval and permit review would be next steps; if approved, construction would take about a year after permits are issued and building readiness confirmed.
