Commission approves short-term consulting contract for bond and TIF accounting with $10,000 cap

The Goshen Redevelopment Commission on May 12 approved a short‑term consulting agreement with Jeffrey Weaver to provide institutional assistance with bond administration, TIF accounting and related financial processes through the end of August.

Becky (Redevelopment staff) described Weaver’s role as providing continuity and training: "We are asking that he be permitted to continue working with us through the end of August just to make sure that we have them all established and set up to function long term." She said Weaver helped set up the city’s accounts while employed by the city and would assist with in‑house accounting tasks and bond payment setup.

Commissioners pressed staff on whether the commission should continue to rely on consultants instead of hiring a replacement, and about which fund should cover the cost. Staff noted Baker Tilly is retained for broader financial advisory services while Weaver’s contract covers more specialized bond/TIF tasks.

Members ultimately amended the compensation clause to set a cap of $10,000 and approved the contract as amended. The motion passed 5‑0.

The commission asked staff to pursue training and documentation so the city’s clerk/treasurer staff can assume responsibilities over time; staff acknowledged replacing Weaver—who performs technical specialty work—may take months to years and that continued consultant support could be needed beyond August.

Outcome: agreement approved as amended (rate $125/hour; not to exceed $10,000).
