The Legislative Audit Commission Evaluation Subcommittee voted May 8 to advance eight proposed program-evaluation topics for a ballot to the full Legislature and agreed that staff will tailor survey materials to show possible program subcategories for members to consider.
Deputy Legislative Auditor Munson Rodriguez told the subcommittee its charge: “our task today is to narrow down the list of potential evaluation topics from what is now 12 to between 8 and 10,” and described background papers the division prepared to help members weigh feasibility, impact and overlap with federal oversight.
Senator Rest moved to advance the top eight topics and the motion carried on a voice/hand vote. Representative Anderson then moved to add the Attorney General’s Medicaid Fraud Control Unit to the list; the subcommittee took a roll-call vote after discussion and the amendment resulted in a 3–3 tie and therefore did not prevail.
Members emphasized they want clearer scoping and examples in the written background before the legislature-wide survey goes out. Staff agreed to revise the background sheets to list 3–4 suggested program subcategories where appropriate and to note timing issues for items that the office recommended delaying until more data accrue.
The subcommittee directed staff to send the survey to legislators after the materials are revised and to return to the subcommittee within a few weeks to finalize the spring topics. The chair then adjourned the meeting.
