The Norfolk County Board of Commissioners voted April 29 to award the countywide rubbish‑removal contract to DBI Waste Systems Inc., covering county courthouses and other facilities but excluding the Walston Recreation Facility and the county high school contract areas.
Procurement staff said DBI submitted a significantly lower bid than the other respondent and staff checked references and local municipal work experience before recommending award. “This was a new vendor, DBI, and they came in at a very nice low rate,” procurement staff reported during the meeting.
The board moved, seconded and approved the award for an initial one‑year term with two one‑year options, covering May 11, 2026 through May 10, 2027 as outlined in the bid proposal. The procurement presentation noted other bids and separate forthcoming solicitations for some school and golf‑course services.
Commissioners indicated standard due diligence was completed; no commissioner raised an objection on the record. The motion carried by voice vote; specific roll‑call tallies were not read aloud.
