Steve Moore, superintendent of Lafayette Waterworks, recommended the council approve a substantial-completion certificate and punch list for the phase-one lead service-line replacement project. Moore reported that Atlas Excavating achieved substantial completion on April 3 and that the city is holding $126,000 in retainage, which he said equals about 200% of the value of the remaining punch-list items.
Moore recommended approval of the certificate while retaining the holdback until the remaining items are finished; the council approved the recommendation by voice vote. Moore said the retainage will be held until the outstanding punch-list items are completed and verified by the inspector.
Next steps: Atlas Excavating will complete punch-list items, after which staff can recommend release of retainage if the work meets contract terms.
