The consultant reported four RFP responses; one was excluded for not following procedures. USAble (the incumbent) offered an option to continue without a broker, producing a lower net premium than proposals from Hartford and Securion/Oaks, which included higher costs in part because of embedded EAP/disability services. The consultant recommended staying with USAble on a two‑year rate and issuing a letter to remove the broker of record to realize the lower premium.
Board members asked about service and claims handling if the county proceeds without a broker; staff (Amy) said daily administration is handled in‑house and reported no operational issues in recent experience. The consultant noted that a two‑year rate guarantee could be less attractive for long‑term budgeting than a three‑year guarantee but that USAble s two‑year net price still made it the recommended choice.
A motion to accept USAble s no‑broker proposal was moved, seconded and approved by voice vote; the meeting adjourned shortly afterward.
