County Attorney Kenneth Strong described the policy as a targeted update addressing scheduling, key access, certificate‑of‑insurance requirements, and special‑use provisions that give Meals on Wheels annual access while preserving county priority for elections and emergency management use. Commissioners discussed administrative control, placing scheduling responsibility with the judge’s office, and correcting the facility address to 3344A Texas 31, Athens.
The county indicated it is targeting June 1 for re‑entry and to complete installation of access control hardware that will allow staff to manage keys and reservations. The amended policy passed unanimously.
