Committee forwards HR salary-administration report to full board after discussion of credentials and classification changes

The committee voted to recommend to the full board the Human Resources second quarterly salary-administration report (item 9A), forwarding proposed classification and salary-grade adjustments for further action. An HR representative presented job studies conducted January–March 2026 and said the report asks for changes that include: raising salary grades for two circuit-court classifications (affecting two positions), changing the salary grade of one appointed classification in public communications (affecting one position), creating one new classification in human resources (affecting one position), and retitling one performance-management classification with an increased grade. The HR representative said the changes would be effective May 30, 2026.

Commissioners raised questions about whether specified credentials — for example, a juris doctor — unnecessarily narrow applicant pools. One commissioner said her experience shows a JD requirement can be limiting; the HR representative replied that HR pushes back when departments request credentials that are not essential and that the compensation team is conducting an overhaul of job descriptions to address compression and clarify requirements.

The committee recorded a 7–0 vote to recommend the report to the full board. The motion to recommend item 9A was moved and seconded on the record and carried with seven votes in favor and none opposed.
