Council adopts mixed‑use development code; residents ask for deed‑restriction review on Bicknell Park

The commenter also questioned the timeline for rezoning required under the city’s housing element and urged the city to prioritize vacant commercial lots before rezoning green spaces.

Council members moved and seconded the ordinance adoption; the measure passed on a unanimous recorded vote.

The council did not alter the ordinance text at the meeting. Residents requested staff follow up with a public explanation of the legal status of the deed restriction and clearer explanations of rezoning options during the next housing element cycle.
