DeKalb County commissioners adopted Resolution 2026-R2 on May 11, authorizing staff to file an application under Sections 5311 and 5339 of the Federal Transit Act to support rural public transportation. The resolution names the DeKalb County Council on Aging as the nonprofit designated to coordinate and provide 5311-funded rural transit services within the county.
The board reviewed the standard packet of documents required by INDOT and the FTA, including certifications and assurances, a categorical exclusion checklist for capital projects, a pass-through agreement and a certification of use of project equipment and facilities. Commissioners voted 3-0 to approve the resolution and the supporting documentation and agreed to sign the documents later.
The resolution empowers Jim Miller (on behalf of the commissioners) and Kimberly T. Garden, identified in the materials as transportation director/CFO for the Council on Aging, to execute and file the application with INDOT and provide additional information as requested.
