The Monrovia Planning Commission on May 13 approved a conditional‑use permit allowing Crosspoint LA Baptist Church to occupy part of the World Vision International building at 800 West Chestnut Avenue for Sunday services and weekday children’s ministry.
Staff described the site as an existing multi‑tenant office building with two parking lots providing a combined 115 spaces and three driveway approaches to Chestnut Avenue. Crosspoint LA plans two Sunday services (9:30 a.m. and 11:30 a.m.) with setup/breakdown hours noted and an expected attendance of about 75 people that could grow to the building‑code capacity of 122. For movable‑chair religious assembly, staff said the parking demand estimate is roughly one space per 40 square feet, producing an anticipated demand of about 41 spaces for Sunday services; staff said the existing on‑site parking can accommodate that demand and additional parking is available in the Foothill Unity Center lot if necessary.
Staff and the DRC recommended approval with conditions including limits on assembly area capacity tied to building‑code occupancy, noise mitigation (doors remain closed), a security plan to be reviewed by police for lighting/gating/video surveillance, temporary parking signage and attendants to manage Sunday traffic, a six‑month review, and tenant improvement requirements for building permits, occupancy signs and fire/ADA compliance.
No public testimony was received. A commissioner moved to approve CUP2026‑0005 and the commission adopted the motion by unanimous roll call. Staff read the appeal instructions (10 days to appeal to city council). Director Bermeo later reported that the commission had met earlier in the evening to review draft standards for another site (222 East Cypress) and will forward feedback to the city manager’s office.
The permit allows Crosspoint LA to operate within the stated hours and subject to the stated conditions; building‑permit and fire department approvals remain required before occupancy for additional events beyond the approved uses.
