Chair said a May 21 special meeting will be devoted to testimony, with a structured format: speakers will be circulated in advance, four council members (a sample set of commissioners) will ask pre-submitted questions compiled by Clyde Flitterlin, and a set of former board members and subject experts will provide perspectives. The commission will also publish a public pulse survey on the city website and distribute a department-head survey.
Chair outlined the drafting handoff: the city attorney’s office will convert directives into article-by-article draft language in June; commissioners will review the drafts via Google Forms and provide structured feedback; June and July will be used for drafting and wordsmithing; August is the target month to finalize ballot language (examples discussed included a simple referendum question asking voters whether they support the revised charter). Several commissioners raised concerns about workload and attorney staffing; Chair agreed to reserve time at the next full meeting to address timeline and resourcing questions.
