Supervisors said existing revenue streams will mostly offset those expenditures but a formal public hearing and budget amendment were needed to provide spending authority and transparency.
Board members debated practical timing for hearings (morning vs. evening) and agreed to provide remote (Zoom) access as an option. Supervisors also discussed how a busy public‑input schedule may require procedural adjustments — for example, opening a second hearing while the first remains open to ensure all procedural notices are met and commenters are heard.
The board approved motions to set both hearing dates by roll call vote. Staff were directed to publish the notices as required and to return final amendment language for board approval following the public hearing.
