Designer Paully Doy described a 281‑square‑foot second‑story addition, set back from the front facade, with matching parapet and fenestration to reflect the mission‑revival character of the neighborhood. Staff recommended approval under Secretary of the Interior standards 9 and 10 with the condition that the railing be cosmetically compatible with mission‑style architecture.
Board members raised concerns about the addition's massing and the way the second floor could read against the original building from the street. To address those concerns the board approved the project with three conditions: revise the railing to a mission‑style compatible design; lower the addition's parapet by at least 6 inches; and push the second‑floor addition back 7–10 feet from the front face so it is visibly distinguished as later work.
Staff will review revised elevations to confirm compliance with the conditions. The applicant may proceed to permits after the required adjustments are accepted by staff.
