Staff recommended approval with conditions for materials (barrel tile roof, white framed clear glass windows, wooden decorative elements) but board members expressed concern about window proportions on a new two‑story portion and inconsistent fenestration compared to existing contributing openings.
Members requested clearer directional labels on the plan set (east/west elevations), a study of fenestration proportions to match existing light patterns (including a 4‑inch mullion spacing and 'mole' separation between grouped windows), and selective interior demolition evidence to show original opening sizes where possible. The board voted to continue the case to the April meeting to allow the applicant to refine details and provide precedent documentation.
The applicant was directed to return with revised plans that include clarified elevation orientation, refined window patterns consistent with contributing structures, and additional supportive material on historic openings so the board can evaluate compatibility.
