Adrian approves $250,000 transfer from DDA for town square project and okays $21,130 additional electrical work

The Adrian City Commission approved two resolutions tied to the downtown town square and enhancement-grant work at its April 6 meeting: a $250,000 transfer from the Downtown Development Authority fund to carry out the town square project, and a $21,130 authorization for additional electrical work on the project.

Administration explained the transfer implements the intent of a Hickman Foundation gift and that Lenway (the county entity administering the enhancement grant) has been managing design spending. Some commissioners expressed that a formal DDA resolution would be preferable since the funds were held in the DDA account; staff said the DDA board had discussed the item in budget meetings and the commission has final authority over city funds. Commissioner Moore voted no on the $250,000 transfer; the motion carried by roll call.

A separate resolution to approve $21,130 in additional electrical work for the town square also passed. Staff said the electrical change is part of enhancement grant-funded design and construction and is not charged to the city's unrestricted general fund.

The commission asked staff to ensure appropriate documentation of DDA deliberations and to coordinate reporting back on grant administration and final costs as the project advances.
