Morgan County Council on March 2 approved several appropriations aimed at finishing capital projects and sustaining public-health programming.
The council approved an additional appropriation tied to the Monroe Township EMS station, described as a final developer payment for construction of the West Point EMS station. The motion to approve the EMS fund appropriation was moved and seconded and passed by voice vote.
In a separate vote, council members approved appropriating $24,000 received from the Morgan County Economic Development Corporation to retain consultant Josh Mesmer for county capital-project support through the year. Commissioners described Mesmer
as having played a key role in project budgeting and cross-training staff; they said attorneys reviewed the retaining arrangement to avoid conflicts of interest.
Health department representative Trish asked the council to appropriate $210,287 from 2025 carryover into the 2026 Health First Indiana budget after state funding for the program was reduced to $375,337. Trish said that because the county received a larger award in 2025 and spent approximately $750,000 of the $1.4 million award, roughly $650,000 in carryover remains; the requested $210,287 would sustain base funding into 2027. The council moved, seconded and approved the appropriation by voice vote.
What to watch: Commissioners noted staffing transitions and the need to monitor future state funding for Health First Indiana. The Mesmer retention arrangement was described as a short-term measure to ensure continuity while new county staff ramp up.
