Morgan County Council on March 2 approved a revised job description that combines the county
weights-and-measures function with 12 to 15 hours of work at the county recycling center, a move commissioners said would provide coverage and avoid hiring an additional full-time employee.
Mr. Dur presented the job description and said state guidance previously suggested the position should be full time for a county of Morgan's size; the revised description keeps the weights-and-measures responsibilities while adding scheduled recycling-center duties. Commissioners praised Scotty Manley
as the new director of recycling for organizing operations and offered that Scotty will mentor the person filling the combined role.
Recycling center timeline and operations: Commissioners and staff discussed plans for a soft opening to re-establish services at the new site, with tentative windows of mid-April to early May suggested; leaders said they prefer a cautious rollout to avoid operational overload. The council also discussed resident verification at the site and proposed a form of ID to confirm county residency.
Outcome: The job description was approved by motion; commissioners asked staff to provide annual site-visit statistics and other operational data at a future meeting to monitor workload and service demand.
