Council approves police association MOU amid sharp criticism over transparency

Phoenix — The council voted to approve a memorandum of understanding governing pay and work rules for Phoenix sworn officers in a divided exchange on May 6. Councilwoman Hernandez delivered a detailed objection, saying the contract was "flawed, disappointing, and riddled with concerns" and argued that pay increases were inappropriate without improved accountability and transparency. Councilwoman O'Brien spoke in favor, praising police service to the community. The MOU was adopted 8–1 on roll call.
