Danville faces roughly $200,000 garbage‑fund shortfall; staff weighing contract and billing fixes

During the March 10 budget update, the finance director told commissioners the garbage (solid‑waste) enterprise fund is running a negative fund balance of roughly $200,000 this fiscal year, a shortfall staff traced to billing lags, unbilled cans and timing differences with contractor Republic.

The finance director explained the difference stems from a lag between when Republic bills the city for services and when the city is able to capture and bill individual cans or new accounts, leaving the city paying for some service months before it collects corresponding customer revenue. Staff said auditing and closer communication with Republic have narrowed the gap but have not closed it entirely.

Options discussed included negotiating contract terms with Republic when the contract is renewed, pursuing direct billing models, and aligning city and county contract extension dates to create consistency across shared services. Staff cautioned that direct billing or more granular billing could increase administrative or contractor costs and that any change would likely be reflected in future bids or contract pricing.

Commissioners and staff said capturing unbilled service and improving account‑level billing should be priorities to avoid continued draws on the general fund.
