Planning and Engineering Director Doug DiMasi briefed the Public Works & Planning Committee on two rezoning applications ahead of their public hearings: a conventional commercial-service rezoning by Will Jordan for property off Sulphur Springs Road and a Planned Unit Development application by Joshua Hine for an equestrian/events facility on Horton Highway.
DiMasi said Jordan seeks CS zoning for roughly 34 acres; no development timeline was provided and the planning commission recommended approval. For the Horton Highway PUD, DiMasi said the planning commission recommended approval after the applicant amended a pattern book to address parking, noise, event frequency and access. "The traffic study that was done did warrant a left turn lane into the property," DiMasi said; staff recommended the applicant also include a right-turn lane even though the warrant was marginal.
Commissioners pressed staff on mechanisms to secure developer contributions for roadway improvements at high-impact intersections. Vice Chair Phil Dodd and others urged creating a clear pathway for participation agreements or traffic-assessment areas so future developers contribute fairly to prior or future improvements; Dodd said state law changes this year may expand counties' ability to compel participation. DiMasi said participation or assessment decisions often depend on the detail in a site plan and timing of development.
The committee voted to approve the staff planning report as presented and to consider participation-agreement policy development as zoning and site plans advance. No final policy change was adopted at the meeting; staff said implementation details would be evaluated as specific site plans are submitted.
