Mayor Gaffino opened a public hearing March 2 to gather comment on the village’s northwest lead service-line replacement and water-main replacement improvement project plan, and on the Illinois Environmental Protection Agency’s preliminary environmental impact determination related to loan eligibility.
The board emphasized this is a planning-stage hearing, not a pre-construction meeting. The project as described would replace lead service lines within the village and would include replacement and relocation of portions of the village’s water mains and work within public rights-of-way. The village is seeking financial assistance through the Public Water Supply Loan Program.
A copy of the project summary and the preliminary environmental information provided to the village by the consultant is on file at North Aurora Village Hall (25 East State Street) for public inspection during regular office hours. Written comments on the project or the IEPA determination may be submitted to the Village Clerk and the Illinois Environmental Protection Agency; the board stated written comments will be accepted for 10 days following the public hearing.
The hearing record and the village’s application to state loan programs will guide any next administrative steps; no construction decisions were made at the meeting.
