Neil Frink swore in Andrea Falco and confirmed the town's assessment for 152 Oakwood Drive. The Falcos described recurring flooding of a lower living level after a duplex was built across the street two to three years ago, and they said the damage has made that space unusable.
Andrea Falco said the lower level has been flooded repeatedly "five times" when it rains, that a bathroom was ruined, floorboards are buckling and mold is present. She said engineers and town inspectors have seen photos and videos, but the town response cited heavy rain as the cause. The family said mitigation and repairs will cost tens of thousands of dollars and that mitigating steps have included temporary air purifiers.
The Falcos also said a new low-income housing development nearby and parking/traffic changes will depress marketability in the short term, and they noted the March assessment increase came while damage remains unrepaired.
Frink told the appellants he will present their petition and supporting materials to the board for deliberation and that decisions will be mailed in the weeks before tax bills go out.
Outcome/next steps: Board will review the record at deliberations. If the Falcos receive a reduction they cannot re-appeal until the next revaluation period; if denied the family may pursue further appeal avenues.
