Delray Beach hires Kiewit as construction manager for Northwest neighborhood upgrades

The Delray Beach City Commission on April 7 authorized a phase‑one contract with Kiewit Infrastructure South Company to serve as construction manager at risk (CMAR) for the Northwest Neighborhood Improvements project.

Public works staff described the complete‑neighborhood scope — replacement of aging pipes, sanitary and reclaimed water mains, impervious alleys to improve access and storm management, sidewalks, decorative street lighting and traffic calming matched to neighborhood preferences (stop signs and speed humps rather than chicanes). The CMAR contract is two‑phased: phase one funds preconstruction negotiation and design‑conflict resolution and establishes a guaranteed maximum price for the construction phase, which requires separate commission approval.

Phase‑one authorization approved at the meeting was $763,816 to allow early contractor involvement in resolving conflicts and refining the schedule and GMP. Public outreach had informed several design choices, and staff noted they would return with the guaranteed maximum price and a joint commission/CRA presentation before moving into full construction.

Commissioners welcomed the start of construction planning and said the upgrades should raise property values and neighborhood safety. The phase‑one contract was approved by vote at the meeting.
