Council adopts major overhaul of employee personnel manual

Smithfield City Council voted April 8 to adopt a comprehensive update to the city’s employee personnel manual.

Justin Lewis and department heads presented a 77-page revision the council said was intended to bring policies into conformity with current law and to provide clearer direction for managers and employees. The update covers family and medical leave (FMLA), medical-marijuana workplace guidance, PTO accrual and carryover caps, peer-support and critical-incident stress protocols, and other human-resources practices. Lewis said the revisions were developed with a Salt Lake-based law firm and reviewed by department heads.

Councilmembers praised the inclusion of peer-support and critical-incident language and acknowledged the manual will require adjustments over time. A motion to adopt the amendments was made and seconded; a roll-call vote (Jay, John, Chris, Jen, Todd) recorded unanimous approval. The manual takes effect immediately and staff said it will be published online as soon as administrative updates are complete.

What’s next: Staff will publish the new manual online, track items that require future amendment, and return to council with any further policy refinements as needed.
