Current law directs an arbitrator or the Vermont Labor Relations Board to select one party’s last-best offer in its entirety. The proposed amendment would permit selection of last-best offers on an issue-by-issue basis rather than forcing an all-or-nothing choice. Committee members said the provision produced robust debate and its final inclusion in the traveling bill remained uncertain.
