During the public comment period, parent and district educator Crystal Serrano addressed the board with detailed allegations about failures in special-education implementation and student safety at Woodrow Wilson Middle School pertaining to her son, Josiah Santana.
Serrano said the state found the district in violation of her son's rights on Feb. 20 and recounted multiple incidents: a January 12 head injury that was not evaluated until 24 hours later; an incident on Feb. 25 in which her son was hanging off a second-floor railing; missing mandated behavior-chart data; and an escalation to her home involving students armed with large sticks. She also alleged a March 30 physical assault by Ms. Corey Fournier and provided a police case number (2600018284) as part of her account.
Serrano told the board she had submitted documentation and demanded an immediate therapeutic outplacement (she referenced Wheeler in Plainville as her requested placement). She said she expected to sign placement papers following a scheduled PPT meeting on April 10 and warned she would pursue public and legal accountability if the district did not act.
The board accepted the public comment; staff and board members did not announce an immediate personnel action in the public meeting. The speaker identified specific district staff and administrators by name within her testimony (Katherine Ferrer and "Spalding" were named as special-education supervisors in her remarks). Serrano characterized district responses as "gaslighting" and "intimidation," and said she would not be silenced.
